[theme-reviewers] Cirumventing Theme Directory Preview in Ticket #3787

The long term issue is that bad people will use the same method to try and server spam to users. Yes it should get caught in a review but for a theme that's been approved and is simply updated it's entirely conceivable that it would get missed.

I would say that we just don't allow it at all and require that the stock theme preview is required for all themes.
