[theme-reviewers] Including Creative Commons Attribution Code

I have not checked recently, but I believe that CC licenses 3.0 and
up, with BY or SA (but not NC) are indeed GPL compatible.

I may be wrong. Needs research. I have allowed CC-BY-SA 3.0 in
plugins. If I'm wrong, point out why and I'll correct. Info from the
FSF would be welcomed.
