[theme-reviewers] <? short tags error but no such short tags exist in my theme

On second thought, don't bother. It was the <?xml tag. The old legacy
check wasn't as smart about that as the newer themecheck check is.
I've removed the old check. It's still rejecting shortcodes, but it
won't be fooled by <?xml tags anymore.
