[theme-reviewers] Spammy theme?

Mainly, because that Plugin compatibility tool is horribly, irrevocably
broken.

Also, parsing readme.txt header tags into the Extend listing page for Themes
would require Themes to implement those header tags - which doesn't help us
for themes that haven't been, and likely won't be, updated.
