[theme-reviewers] Hard-Coded Feed Links

I would agree as well to allow the theme to be approved if this is the only
issue. It may also be helpful to find out from the author why they saw a
hard-coded feed link as the solution.
Perhaps a comment to that affect on the ticket before proceeding with the
resolution?
