To clarify something for you, the reasoning for moving to it being required is to keep a uniformative placement of options in the locations that would be generalized enough to have the end user know where to go to find the options.
Not to mention that there have been multiple instances where plugins developed were using the same location # as options which made it so one, or the other displayed but not both. To make things consistant to avoid these situations the add_theme_page is a necessary precaution to merit using as a required.

Your suggestions are all great and I personally prefer tabs over subpages. One reason is switching between tabs is easier (and faster)
But talking in general, I feel choice should be given to theme-developers.
This point can be added as "recommendations" but making it "required" is bit restrictive.

Realistically, I'd say a theme with that many options is too complex
to begin with. Themes should be about the look of the site, not crazy
functionality. Break the functionality parts out into plugins that go
along with the theme or something like that.
