You change the rules to often, what was correct a week back becomes wrong
now.

You put restrictions on what can be done in a theme

Once my theme was rejected because the screenshot was not close to the
default layout, and in the recent update of my theme my theme preview wasn't
updated for 3 weeks.

What is the main objective of the theme review team?
