It its generally thought of as a requirement if your theme does anything special in setting up the theme that needs documentation for the end user to understand.

In the future the wordpress.org/extend/themes might use this file for displaying more information like the wordpress/extend/plugins - but that is not relevant at this time since it is still only in discussion

      Is the file readme.txt will be required, because I know little English and I have a problem with the correct writing.
