[theme-reviewers] Child themes discussion

I agree with appropriate use of template tags, especially get_template_ vs
get_stylesheet_, but I think that's in line with our current Guidelines (and
something that's already being enforced in recent tickets).

Perhaps that needs to be expounded/clarified in the Guidelines, though?
