[theme-reviewers] Theme URI required?

Hi all,

When I tested http://themes.trac.wordpress.org/ticket/2215 with the
latest Theme Check, Theme URI was flagged as a required field - but
it's not (yet?) listed as a requirement elsewhere. Is that a 3.1
requirement that I jumped the gun on, or something that should be in
the Codex that isn't? Either way, they're currently inconsistent.

And Justin - thanks for catching this.
