[theme-reviewers] Theme Check plugin with local server

Hi everyone,

I installed the Theme Check plugin on my local server, but somehow 
everytime I ran the plugin, it says "Running 0 tests against Graphene 
using Guidelines Version: 20110219 Plugin revision: 2". It works fine 
when I ran the test on the theme's demo (and online) server though.

Is anybody else having this issue?

FYI, I'm using wampserver for my local dev server.

Server version details:
Apache 2.2.17
PHP 5.3.3
MySQL 5.5.8
Windows 7 x64
