[theme-reviewers] Are themes restricted from adding top levelmenus in WP 3.1 rc-4

Looks like it is indeed problem with my installation.
I tried to remove it completely and install a fresh copy, for some reason
the folder came back.

When i looked at the folder contents this is what i found

Is this some virus specific to wordpress or something wrong with my system.
I'm on MAC, I almost forgot about viruses since i moved to it 8 months back.
