[theme-reviewers] Theme submission with screenshots

I was browsing the Priority #1 queue yesterday and noticed a ticket with
invalid screenshot - http://themes.trac.wordpress.org/ticket/5887 . Asked
the author to resubmit but next version was also 'screenshot-free':
http://themes.trac.wordpress.org/ticket/5928

Then I noticed that there is a ticket submitted, but no code has been
uploaded for the past 2 versions:

http://themes.svn.wordpress.org/adsticle/

I think that ticket should be submitted once the code has been uploaded and
extracted to the SVN repo, no?
