[theme-reviewers] I just change the formatting of language files into UTF-8, please help.

I know you are very busy, but still I want you to help me with this. Thanks a lot.

I just received many chinese users' feedback about the language files' formatting of my theme `Dot-B`, It's really a big bug in chinese version, so I just changed those files into UTF-8 and solved.

Could you make this new version live as soon as possible, because there are no other changes at all. you needn't to review it, right?
