[theme-reviewers] Review Question

So I am reviewing http://themes.trac.wordpress.org/ticket/3675.

I've not dabbled into theme options very much, although one does not need to
to see that this themes options integration is whack, but I was wondering if
someone could point me to a good resource to educate myself a little better
so I can properly review these scenarios.

This particular themes options are all kind of broken but it would be nice
to have something in my toolbox to refer to for best practices and such.
