[theme-reviewers] w3c validation and html5 in core

HTML5 is still an experimental standard validation, if you go on W3C you
will notice that the validation does not even come from W3C, the validation
is being handled by a third party service.

When validating a site make sure that there are no missing tags, that is the
most important part.
