[theme-reviewers] Trac Ticket .zip Files

I was looking at it just now and I determined the same thing. Adding
?nostats=1 will let you download the theme zip file. This appears to
only happen on themes that have no approved versions. I can fix that
in new tickets. For now, just add it manually. Sorry for the
oversight.
