[theme-reviewers] Theme Uploader and CSS Classes

I'm sure there's a way to merge the best of both so it can be used in both
places ...

Pross' has more of the Theme Review items the Theme Review Team wants added
to the uploader checks while the uploader (I imagine) has more script
checking items than Pross'

... at least that's my view on it.
