Indeed, it is most assuredly not compatible with any version of the GPL.

All that the distributor can require is that the Theme's *header
information* regarding copyright and license be retained - in other words,
the copyright and license information added to style.css.

Requiring any sort of public-facing attribution is *prohibited*, not
*required*, by the GPL.
