Yes. Theme ZIP files are generated from the SVN on an as-needed basis.
They are cached in /tmp space on the various servers, and those /tmp
files will go away after some time (which varies depending on the
phase of the moon, among other things).

It is possible that a bad ZIP got generated on one or more of the
servers and remained there for a while. You'd see this solve itself
after some time, as the files expired away.
