[theme-reviewers] Theme URI: Always Check

Just a reminder of one of the primary reasons we always must check "Theme
URI": Ticket #1636 <https://themes.trac.wordpress.org/ticket/1636#comment:2>.
All too often, Developers will put non-GPL-compatible license restrictions
on Theme URI, that are otherwise not indicated within the Theme files.
