[theme-reviewers] Expanding the theme uploader checker

I could really use some help in writing/expanding my theme checking
testbed: http://ottodestruct.com/themecheck.zip

I've put in some basic checks and made an example of how to check for
"bad things" as well. If we could get a number of useful tests created
(presumably more complex ones than what I wrote), then I could start
integrating it into the uploader process, replacing the simplistic
checking we have now.
