[theme-reviewers] Theme TRAC Permission Issues

Otto, Andrew, Joseph, Ian ... did I miss anyone?!

I was just looking at a ticket in the Theme Trac and noticed a few items,
none of which I have been able to "fix".

First, the "New Ticket" button is no longer available, nor am I am to add
'TICKET_CREATE' to any user or group ... I received the message
'TICKET_CREATE privileges are required to perform this operation'
Similar messages are coming up for several "Actions" found via the "Grant
Permission" box.

Also, once the above is sorted out perhaps the next will also, but in the
meantime I am not able to re-open a closed ticket ... and I am now not
certain which permission grants that function to the user or group.

Any help would be appreciated as I these issues may be above my permission
set.
