[theme-reviewers] get_template_part()

If themes need to support versions of WordPress prior to 3.0, then of
course they should do so.

However, I would imagine that 3.0 will represent a fairly common EOL point
for theme support for previous WordPress versions, due to some major new
functionality (multisite, nav_menus, custom header/backgrounds, etc.).
