A good place to start would be the WordPress coding standards

Development codex


Themes are reviewed and evaluated for acceptance to the WordPress theme
repository by members of this list using the Theme Development Checklist
http://codex.wordpress.org/Theme_Development_Checklist and by defining
 define('WP_DEBUG', true); in wp-config.php to check for coding errors.
 Another resource we use is the Log Depreciated Notices plugin
