[theme-reviewers] Theme Check Release

With the release of WP 3.1 RC1, I went ahead and pushed a version
update to the theme check plugin. Sometimes shortly after 3.1's
release, the checks performed by the uploader will be the same as
those performed by the plugin, and "passing" (not getting a warning or
error code) will become required.

So if everybody could look for any issues with the theme check
plugin's checks now, then you'll be helping everybody out a lot. :)
