Phil,

"No comments here" is the PAGE CONTENT. It has nothing to do with the
comments template. It is SUPPOSED to have *some* Page content.

Now, perhaps it could be made to be a bit more useful (e.g. "This is a Page
with comments disabled. Pages with comments disabled should not show any
output at all from comments_template, including the "Comments are closed"
message that appears on Posts with comments disabled."). Nevertheless, it is
supposed to be there, because it is the actual Page content.
