[theme-reviewers] How does the theme review queue work

If you upload a new version, and link the new ticket to the old ticket,
BEFORE THE OLD TICKET IS ASSIGNED AND REVIEWED, the reviewer will CLOSE the
old ticket and PROCEED TO REVIEW the NEW ticket.

That is the standard operating procedure.

If you upload a new version AFTER the old ticket is assigned/reviewed, then
the new ticket goes to the back of the Priority #2 queue.
