[theme-reviewers] Arras Theme

The "Arras" one should be the most correct as the author was very agreeable
in changing the name to not use "Theme"

There should be a note in Trac ...

PS: The "Arras Theme" version should likely be suspended but there is no way
to point to the more correct "Arras" theme version. Perhaps someone can
merge the two entries? EAC.
