[theme-reviewers] New Tags in 3.0: home_url(), site_url(), admin_url()

I like this "*Note: this section is currently being drafted. Consider it as
such until this notice is removed.*"

Something like that, or similar in meaning, should be used at all times on
all sections that are being discussed and/or revised, as in add the "under
construction" tape first, then start the edits, etc. ... Safety First!

As to the references: Note: Themes are *strongly recommended* to use
home_url() <http://codex.wordpress.org/Function_Reference/home_url>

I would prefer to go with "Theme authors may also use home_url()" ... at
least until we are given a clear direction from WPORG. Then, if necessary,
we can modify the language to represent their preference.
