Yes, your review should be enough to get the author working on revisions ...

You might consider reading over some of the other closed tickets with
reviews to get some additional ideas on how we have been presenting points.

If you believe the theme should be marked "not-accepted" go ahead; I
generally check Trac versus Extend to make sure they are in sync most days,
this includes making sure the tickets marked "not-accepted" are marked as
old in extend; and, tickets noted as "suggest-approval" are handled properly
as well. This in turn will advise the theme author their theme has been
reviewed and its status.

I will leave your current review ticket as is until you have marked it
"not-accepted" as you suggested.
