[wp-hackers] preferred method of including magpie?

So now that Magpie is bundled w/ wordpress, I'm wondering what is the
preferred way for a user to make it available to the front end app as
it is currently only available with wp-admin.

Should they simply add an include statement to wp-settings.php or is
that proscribed?  Should I throw together a quick "Magpie activator"
plugin?

I've already gotten 4 emails about this, so looking for what is the
idiomatically WordPress solution.
