This (email notifications in BASE64)  still occurs in the 2004-10-21
nightly. (I had fixed it with Carthik's code in
wp-includes/functions.php, but I forgot and overwrote that file.)

I'm not the only one with this problem:

Is this fix planned? Should I enter the bug in Mosquito?
