[wp-hackers] Category-Specific Email Notification Plugin

The only problem with relying on the RSS feeds is that it puts the
burden on the client to set up a feed reader.  If they don't set one
up, or they don't keep it running, they don't get notified.  I need a
way to control server-side whether or not the end-users get notified
of new posts.
