[wp-hackers] the_excerpt improvements

The problem is that if the excerpt cuts off at N characters (I think it 
works this way), it could contain a tag fragment or an open tag that 
isn't closed. I don't think the code is smart enough to work around 
that right now, but I haven't checked recently.
