I very much doubt this will ever make it into the core... it should stay 
a plugin.  I also think that any CAPTCHA should be optional for the 
commenter.  If the CAPTCHA isn't filled in, send the post to 
moderation.  The CAPTCHA just gives you a way of knowing that the 
comment is definitely legit.
