BTW, that's what I intended the "Extras" tab for 
<http://wiki.wordpress.org/DesignMockup>. Each installed plug-in (plus 
the Links Manager, because even though it isn't a plug-in, it's 
conceptually an "extra") would add its own subpage of options under 
that section.

Right. :-) If plug-ins have their own options, they should provide a 
sensible interface for them.
