A lot of standards aren't immediately comprehensible: XHTML and CSS leap
to mind.  =)

WordPress has a large international presence.  It uses UTF-8 by default. 
It's easily translated.  I think there's real value in pursuing an
_international_ default date and time format, like ISO 8601 for example.
