What I think would _really_ help a lot of people would be:
* 1 fixed-width two-panel design
* 1 fixed-width three-panel design
* 1 fluid two-panel design
* 1 fluid three-panel design
These sample stylesheets would be color and layout only, with no images
(ie: _just_ .css files).

I certainly do not disagree, but, like there is, I have a but:

The naming conventions across each style *must* be the same. Having
#side, #menu, #navlist all for the same thing just leads to a huge
repetition in the forums.

Unless each design has been tested in the main browsers, any
deficiencies should be explained in a doc with the stylesheets. Again,
having a fluid 2 panel design with a footer that behaves in FF but not
in IE (or whatever) will lead to a lot of forum posts, and the CSS ones
can tend to be the longest as it is rarely a quick fix.

There isn't an easy answer to this, but in the forums there is a lack of
people who can diagnose and help fix layout issues. It's mainly Root
that does that, so while a set of robust designs would be great - and I
think it would be very good for WP if they could be offered - designs
that are inherently poor will just flood the forums.
