 I'd like to suggest we switch from Travis CI to Circle CI. I've used
 Circle CI at work extensively recently, and feel the following are reasons
 to change:

 * Circle has SSH access by default (without having to get your account
 specially enabled by Travis CI support).
 * Able to split parts of the build process up, so it's easier to if it's a
 PHP linter failure, vs a PHPCS.
 * Newer / nice interface, better logging.

 I'm happy to make the change if there's agreement.
