Comment:

 What's likely happened here is that this site first installed BuddyPress
 at version 2.7, or any later version. This means that the deprecated code
 files aren't being loaded. The function `bp_group_new_topic_button()` is
 located in these code files.

 Something like this should enable loading of the deprecated code and fix
