 A. Add bp-tooltip for avatars in Lastest Activity widget to show username
 on focus or hover for sighted users.

 B. Styling: The `blockquote` element surrounding each latest activity in
 the widget can be prone to different awkward layouts due to an assortment
 of styles from different themes. We can prevent this by inserting some
 basic styles for our widget. Tested on default themes and 3 other themes.
