 [attachment:7188-Star-Unstar-ViewMessages.patch] adds the markup for new
 tooltips for the Messages Star/Unstar UI and View Messages link. The patch
 also updates some styles for the tooltips in `buddypress.css` as well as
 supporting styles in the Twenty Seventeen theme through the Twenty Ten
 theme.
