Comment:

 @DJPaul You make a good point. At a glance, WP doesn't offer a way to
 prevent users from changing their own email addresses. And there's no good
 way that we can overlay a block on top of user-edit.php. IMO it's a good
 enhancement idea for WP, and if it's adopted there, we can do it here too.
 Until then, wontfix.
