 Perhaps I'm misunderstanding, is there a reason a 'Profile Photo' field
 couldn't be added to the set of profile fields chosen on registration, and
 then after successful registration auto-login the user and begin profile
 photo upload?

 While I like the idea of a user activation sequence, as @DJPaul points
 out, there are many plugins that also hijack the 'after registration' page
 to do other things.
