 Sure, this seems like a good enhancement to me.

 Would it make sense for `button` to be the default element used by
 `BP_Button`? bp-legacy would probably have to continue to use whatever
 it's currently using, as themes are probably targeting the element type,
 but it sounds like it might be better moving forward to default to the
 semantic tag.
