 If in fact I change the html arg to false i.e ''do calculate html tags in
 excerpt length'' then we avoid the issue  by avoiding the need to
 strip_tags via the mb_strlen function and return a correct excerpt.

 On a side note it's evident this script is from the dark ages of the
 internet as highlighted by this line:
 `!preg_match(
 '/img|br|input|hr|area|base|basefont|col|frame|isindex|link|meta|param/s`
