 If a user registers via the front end and doesn't activate their account
 through the email that is sent out, admins are given the opportunity to
 manage them through the Users > Manage Signups screen. Logged in as super
 admin, after clicking 'Activate', I get the message:

     You do not have sufficient permissions to access this page.

 The user remains in pending state.

 Steps to reproduce:

 1. Go to the front-end registration form and register a dummy user.
 2. Log into the network dashboard as super admin.
 3. Go to Users > Manage Signups
 4. Click 'Activate' under the dummy user's username
