 Thanks for the details.

 If the profiles are there, and you're able to log into the account, and
 the users are in the users table, then the activation is going fine.

 Try performing an action with one of the new users. Create a new group or
 something like that. See if that triggers it.

 Look in wp_usermeta for last_active keys corresponding to the members in
 question.
