Comment:

 Members don't show up in the stream until they have a last_activity meta
 value set. This happens the first time they log in. So a user who has
 activated his account, but not yet logged in, will not appear. (This is by
 design: we sort by last active, so we need to have activity for each user
 we display in the directory.)

 Can you please verify that this is what's happening for you?
